i found this in with lathe and drill press stuff. does that help us i.d. what this is?

Looks like a "drive dog" for a lathe.
Center drill both ends of the part to be lathed.
Mount the part between centers

Photo is one I found showing a homemade lathe dog in use. Note that it is very similar to yours (his is using a bolt for the tail, where yours is a forged tail).
Most dogs are a one piece "eye" forging, with a single clamp bolt securing the part in the eye.
