Skin Question

Forget about being a tough guy. Wind chill is -23 in Green Bay. How do those guys in short sleeves keep from getting skin damage?

  Their skin might be dry and itchy due to the cold but they'll suffer no skin "damage".
  When I lived in Montana, I would spend quite a bit of time outside in short sleeves with the temps running at -15 to -20 and could be very comfortable for a while due to the lack of humidity.
  Different story when the wind started to blow though.
