Torture: question

I heard from a person I trust, the following:

"No government has ever sanctioned torture, that has not subsequently used torture on its own citizens."

Can anybody confirm or deny this statement?

    theres plenty of countries who`s governments that have tortured their own citizens...the obvious are 3 nazi germany and russia, and china.but theres plenty more, i dont know if it would be possible to "prove" whether a country has tortured "enemy" soldiers or its own citizens but i dont doubt for a moment that it would have happened...i think most countries in time of war would torture their own citizens to get information if it was known they were traitors.

    We're about to find out (after months of badgering Mulkasy(sp), the nominee for AG), what the Dims think about torture, especially ,"waterboarding", which the CIA no longer uses to interrogate "unfriendly" assets.
    Personally think that putting up with all the NRA-bashing and vet disarmament threads is torture, but I would fight to the death for your misguided efforts to promote same.

    Why should they not torture their own citizens? Once that threshold is crossed that it is morally okay to torture anyone, what's to stop them? Besides, doesn't anyone remember that cops used to use rubber hoses to secure confessions? You want your kid tortured to tell where he got the beer?
    "We only slapped him around a little".

    It has never been official policy of this country to torture. Can any thoughtful person suggest that we should begin now?

    I guess the deliberate starvation of Confederate POWs in Union prison camps doesn't count as "torture"

    America is contaminated with Dioxins and radioactive fallout from years of testing nukes within the US and years of companies making products with dioxins before anyone knew that dioxins were bad. Lysol even used to contain toxic level's of dioxin in the 70's.

    They noticed a serious trend of human side effects and likely why manufacturing left the country.

    ....Chemical and Radioactive warfare on it's own citizens is torture.
