California Governor Arnold Schwarzenegger has signed legislation that prohibits the use of handheld mobile phones while driving in the state.
Effective July 1, 2008, the legislation prohibits drivers from using a wireless telephone while operating a motor vehicle unless the driver uses a hands-free device. Drivers who violate the law will face a base fine of $20 for a first offense and $50 for each subsequent offense.
The law allows drivers to use a wireless telephone for emergency purposes, drivers of commercial vehicles to use push-to-talk phones until July 1, 2011, and allow drivers of emergency response vehicles to use a cell phone without a hands-free device.
California joins Connecticut, the District of Columbia, New Jersey, New York, and some local jurisdictions in prohibiting the use of handheld mobile phones while driving.

We have had that law in CT for about a year,it doesn't help. Now CT wants to up the fine, which won't help either because the police do not enforce it. 0 -
In Washington, you cannot text message while driving anymore. Talking on a cell phone without a handsfree has been outlawed as well. What kind of moron text messages while driving anyway? 0 -

I had a hands free phone in my car in the UK back in the late 80s,why would we need to dial up a phone in a car more than 25 years later while we are driving. 0 -
I have had my cell phone for only the last two years, but I figured out pretty quickley that using a phone in any manner required more concentration than you can give while driving. I have a ear/mic attachment for my cellphone that I can use if I recieve a call untill I can find a safe place to pull off of the road.
Imagine getting a call saying that a spouse, parent,or child was killed in some manner while your tooling down the road at 70mph along with the other drivers who are flippen you off, or screaming at you, or whatever at 5 or 6 pm after a hard days work and maybe half of them stopped and had a few. not a position I would like to put myself, but then again I don't put on makeup, or comb my hair, shave or read the paper either.
So, you know what! pull over, save a life, it could be mine, or yours.

Jersey did this when I was living there in '04.0
