    Bill Aims To End Copper Thefts
    Legislature Hears From Both Sides Of Scrap Metal Debate

    LINCOLN, Neb. -- Nebraska lawmakers considered on Wednesday a plan to make it less appealing to steal copper.

    From beer kegs to spools of wire and electrical cables, thieves are targeting copper and steel to make some quick cash. Some incidents have become dangerous.

    "OPPD has had reports of people with a chainsaw. That's a recipe for disaster," said Shelley Sahling-Zart of Lincoln Electric Systems.



    Representatives from the electric companies, beer distributors and the construction industry came out to support a bill that would better monitor who sells metals to scrap yards. The bill was introduced by Sen. Abbie Cornett of Bellevue and asks scrap recyclers to keep extensive records, including a photocopy of the seller's identification and fingerprints.

    Recyclers would have to wait 72 hours to pay for the metal, as well as to process or resell it.

    Supporters said they think that the bill will deter thieves from stealing these metals and selling them for profit.

    Opponents of the bill say it asks too much and would force small businesses to hire more employees. Bob Ellis said the 72-hour wait would hurt his business even more.

    "Price has shifted a dollar in three days," Ellis said.

    Sen. Brad Ashford, chairman of the Judiciary Committee, said he worries that the bill may put too much responsibility on the recyclers.

    "This may be a great public policy, but we are asking a business to be the first line of defense for us," Ashford said.

    Omaha's City Council passed an ordinance in 2006 to require scrap yards to fingerprint sellers.

    I grew up in Broken Bow, Ne and about three years ago one of the electritions i knew up there lost 3 huge rolls of copper in one night.

    I was never told how much in $$$ he lost, But i figured it was a lot[V]


    And yes i think that bill is b.s.

    My Brother in law works at a construction supply/rental company. They rent some fancy aluminum concrete forms. I guess the theft rate is so high that they have to charge the renter a super high deposit! You would think that the scrap yards would be able to tell the difference between the majority of scrap and what looks like stolen scrap........But, instead they just pay thieves below market price for items that look stolen like the forms etc.
