A former Miami police officer is headed to prison for 10 years, followed by 10 more years on probation for kidnapping and armed sexual battery charges.
Michael Ragusa, 32, pleaded guilty on Wednesday to two charges of rape and one of attempted rape for his attacks on three women in Miami Beach. All three said he was in uniform and in his patrol car when he attacked them. Police said he was a serial rapist and investigators had located other women who said they were also attacked.
Ragusa agreed to be labeled a sexual predator when he is released from prison, but Cueto said he may never get out because Ragusa can be forced into inpatient sexual offender treatment when his prison sentence is up.
''The probability is he's never going to see the light of day,'' Cueto said.
In addition to the prison term and probation, Circuit Judge Rosa Rodriguez ordered Ragusa to enter the Mentally Disordered Sexual Offender Treatment Program if and when he is released from custody.
Ragusa was arrested in March after a 31-year-old woman reported that he grabbed her near Collins Avenue and 73rd Street. The woman said he pulled her into his patrol car and tried to rape her but let her go after she told him she had a sexually transmitted disease.
He was charged with attempted sexual battery by a law enforcement officer and armed kidnapping in that case.
Two other women came forward after Ragusa's arrest made news. Both said they were raped by Ragusa.
Ragusa was on the force for three years. His attorney, Milton Hirsch, said he took the plea in order to avoid a possible life sentence in any one of the three cases, and to close out any other investigations into other potential victims.
