It may be a buteo, but not a red tail. Photo is not good enough to ID species, but no belly band and smaller than a red tail and has stripes on the face.
Actually though, if you call any buteo spotted a red tail, you will be right about 80% of the time.
My guess it that it is an accipiter, a juvenile Northern Goshawk.0 -

It sure is not a good enough photo to be very certain, but the facial markings don't look right for a coopers, at least not the ones in my backyard. :? 0 -
