on windows 7 I can click a picture I have on file and use it as my screen picture (set as desk top background)
how do I do this with this $%^^## windows 10?
I click on a picture and see nothing that will allow me to have it as a desktop background

  Click on the Windows button lower left corner of the screen.
  
  Then Click on Settings.
  
  Then click on Personalisation.
  
  Voila!

  there is no place to choose a picture

  You can simply right-click the picture you want, and in the context Menu, select- 'Set as desktop background'...

  You need to save/copy the photo to your computer..Now goto the saved photo and right-clickit..
