    In that case it sounds fair to me. It's not their fault something had to be returned so why should they do it for free?

    I will dump pay-pal in the future for purchase items or products because the seller going through their system (paypal) is going to raise their costs across the board to pay themselves back and charge all buyers for the service that PayPal had gave for free.

    The middleman is always the biggest profiteer in any business.

    It's the seller paying for it because pay-pal keeps the service fee after refunding the full amount to the buyer. Sellers will just factor in the cost and raise their prices according on all transactions, Starts in October also. DUMP PAYPAL or pay more.

    Money changers with servers! Remember when The credit card companies had a list of chronic repeaters seeking refunds and said they would be punished? Well, The Feds might have had other Ideas so wholla you punish all of us now PayPal!

    I've had a couple of refunds lately for ebay items that didn't work. Both were the full amount.

    I think for about 10 years on this forum people have been saying avoid PayPal at all costs.

    Generally I agree with that but do still use them a couple times a year. I need to just cancel my account.
