There is no way the government can issue NICS call in authoization numbers to every person that wants to sell a firearm to call in a 4473 to get a clearance to sell.
Universal background checks really means every firearm sold would have to be transferred thru a FFL and the FFL would charge for doing so. Therefore, it will cost you (or the purchaser more) to sell a firearm.
I haven't heard of any other option that would work. :?:
To add: current law requires the data from a 4473 call in to be purged after x hours, preventing a computerized list of gun owners. The FFL would retain the paper 4473 until going out of business when all 4473's are sent to the ATF.
IN some instances, the paper 4473's at a FFL are lost/destroyed by fire, tornado, flood, etc. so cannot be shipped to the ATF.
