  I recommend that all California drivers be required to wear full face helmets.

  The answer here is obvious. The car was equipped with a "high capacity" fuel tank. It also had a "silencer" underneath and an adjustable butt seat in the cabin. His car was an evil black color with "bumper stock" front and rear. They will ban all of this EVIL stuff on cars and make the world safe for everyone.
