Fire pit refinishing

I?ve got a fire pit that?s been sitting in the sun and weather for a while. The finish is starting to crack and come off. The top appears to be a poured plaster. Heavy, but not cement heavy.

Can I just scrub the loose stuff and get some cement paint to refinish?
