Identify this!

This came in a box of gun parts I bought at a flea market. I have no clue what it is and am not sure if it is a gun part. The two round lugs can be pushed outward as shown in the next to last pic. The flat Plate in pictures 3 & 5 presses down as if to release the unit from something inserted from the left.

  looks like the backend of a winchester model 74 bolt, though I know its not, may be part of another make/model.....
