The names of the driver and owner are Russian/ukranian/Belarushian. One of those or another country from that area of the world. They do not have the same concept of obeying the law as we have. They think any way they can dodge the rules is just what you do. Their thoughts on driving drunk are pretty much, if you don't get caught no problem.
The Russian attitudes about life in general is one of the reasons my Russian wife has told me (after 21 years here) she couldn't live in Russia anymore.0 -

i would prefer the court when finding him guilty notified all the victims relatives they were tying him to a big stake in the woods at sundown next to a large pile of dry wood...then all law enforcement in the county will take a days sick leave 0
