Why the answer is POOP!
The Ugandan capital is home to 1.5 million people with only 814 toilets :shock: When it rains it pours literally pours poop into the street and into homes(well mud huts and shacks with dirt floors).

Residents of a suburb on the outskirts of Kampala, Uganda face the constant threat of disease as there are no public toilets for 1,200 people.
When it rains, mud and human waste regularly flows into homes in the suburb of Makindye Lukuli. The rapidly growing population is outstripping the ability of the authorities to provide adequate sanitation.
The sanitation crisis echoes that of cities across the developing world. Some 2.5 billion people, most of them in Africa or Asia, lack access to an adequate toilet, United Nations figures show.
Governments are increasingly depending on private businesses and philanthropic groups to help manage human waste in cities that were never planned to handle so many people.
One of the fastest-growing cities in the world, Kampala is home to at least 1.5 million people but authorities say over 3 million pass through daily, usually for work. Yet there are fewer than 800 pay toilets and only 14 free ones, many of them dilapidated with walls often smeared with feces.
Many people rush to malls to relieve themselves. Even in the buildings of government agencies the toilets are often kept under lock and key, apparently to discourage intruders.
What has the Government of Uganda been doing with all the UN Money?? Well one thing they did was buy a bunch of MIG-29's
I am sure Yoweri Museveni who has been President of Uganda since 1986 has put plenty in his pocket.
I remember when driving to work in Kampala when I was there in 2008, our trip was about 10 miles from the house we stayed in(We had 4 toilets) and the compound we worked, we would count how many people we would see peeing and pooping in the street or sidewalk. I would say the average was 15-18 one way.
This is a great picture, Wetaasa means get busy in Swahili. That is human excrement being poured into that tanker.

And geographically 90% of mainland China is the same...
They literally wear no underwear as we know it - special types of skirts and kilt / shorts and open slacks are worn...
When someone has the urge in public in front of the general populace - say in a shopping mall or outdoor market - they simply squat and go or loaden the garment and let go - leaving a deposit behind on the floor - no attempt to clean it up - no wiping - no little coolie with a squeegee a d a mop bucket follows behind them.
In most of the areas were as a nod to western culture or visitors or western influenced natives they have open rooms (no stalls or partitioning) with tiled flooring - with holes in the floor...
You arrange your garment - squat - and let go over the hole - or close to it.
The stink is awful - the health concerns are epic and alarming - cultural perception from outsiders is that of alarm and distress.
In India with the caste systems and vast amounts of abject bronze age poverty and with a complete lack of infrastructure of plumbing or toilets or sewers or water treatment plants or any basic sanitary practices you have a haven and heaven for development of the next great plague that will make influenza at atople seem like a common cold.
Africa in parts is worse than either China or India.
Vast swathes of folk with aids and sickle cell anemia and malaria and hook worm and diphtheria and other tropical diseases and parasitic infestations - no health care and no food and lack of water...
All inter Nicene conflict and warlords / pirates / dictators / genocide / general Buck Naked / Islamic terrorism / etc...
It's worse than most can imagine.

Why don't they just build out houses?? The old "two holer's" made our nation sanitary long before indoor plumbing was invented.

They do but people use them(Unauthorized). Their "OutHouse" is a hole in the ground you squat over and take a dump. If you miss the 4" hole you just shove you turd in the hole or leave it for the next guy to deal with(Preferred method).

Yet they managed to have massive number of public toilets in most towns and in all cities - it's were the term shithouse originates...
Aqueducts and sewers and public fountains and wells and correct architecture to allow street to be graded correctly to drain away rain fall and gutters to slice away deposits and debris...
But look at San Francisco and it's huge homeless population - vast swathes of down town developed areas taken over as homeless ghetto enclaves that are public no go zones - largely lawless urban wastelands....
You see in Philly and Boston and green bay and buffalo it's tough to survive outdoors in urban areas in the winter even with shelters and code blue sweeps and soup kitchens and churches...
So much easier in warm sunny libtard California with sanctuary cities...
Largely severely mentally ill and almost uniformly addicted to drugs or alcohol...
The cost to treat them and house them and feed them and clothe them even in prisons and halfway houses - hospitals is just to high to sell to the general populace...
Enormous urban rat populations and return of once wiped out diseases and parasites...
Yet we still have an open border and still welcome the endless hordes...
And we have poop and and homeless maps and forecasts like for bad weather...
