Bolt action rifle with a hammer

Watching oar hunting in Europe and saw what I thought was a hunter lowering a hammer on what appeared to be a bolt action rifle?????

So, since you have to be rich to hunt in Europe, and since boar hunting is dangerous, they must have bought some obscure, foreign bolt action from 141 years ago????

There seems to be some sort of thumb safety or decocker on a Blaser R8. It looks a little larger than just a safety.
