My Samsung cell needs a new battery so where is the best place to buy a quality batter and I bought one off ebay and it was JUNK

  You can have it replaced at Batteries plus Bulbs.

  I bought a cheap battery from ebay for my S6, & it worked fine. I assume that's the model you have, as it was their last one with a user replaceable battery. If so, it's got to be close to 6 years old. Unless you have the Armored version, it may have internal water damage. You might want to have a professional check it out before you spend more money on it.
