Nope - interstate handgun sale has to go thru buyer's state FFL.
This bill would allow me (an FFL) to sell directly to an out of state buyer. Big difference.

I read the article and what I posted is the law. I just have the out of state dealer send my FFL the pistola0 -

The proposal wouldn't do buyers much good. Handguns will still only be shipped Fedex or UPS Next Day Air; unless they also change USPS regulations to permit handguns to be shipped between FFL's & unlicensed persons, nothing will change.
There aren't many of us on the forum who remember the days prior to GCA68. Memories are fading, but I recall filling out a short form swearing that I was over 21 years of age, & not a fugitive from justice. I put my order in the mail with a USPS MO, & the gun was delivered a week or two later by UPS Ground. I don't remember any news reports of abuses, until Lee Harvey Oswald ruined it for all of us by buying a mail order rifle (that he could also have bought locally).

It is a sensible piece of legislation, but it won't go anywhere. The anti's will fail to mention that just like out of state rifle sales, handgun sales must still go through an FFL dealer and comply with laws in the buyer's home state. 0 -
That is one of the reasons I got my 03 C&R FFL. While it only covers C&R guns-
(a) while I'm traveling, and run across a nice Colt Woodsman in another state, I can buy it and take possession of it right there.
(b) Few years back, New Years Eve, got an email from a friend- a dealer in Maine had a Mossberg 22 I had been looking for. Dealer was open New Year's day. Called, gave them credit card, emailed them copy of my C&R, 3 days later our mail man handed me my rifle.
Honestly, do not expect ANY gun law that makes a lick of sense to come out of THIS Congress.0 -

Example: Pass interstate sales to qualified buyers law and at the same time raise the mininum age for all gun sales to age 21.
Etc., etc., etc...

Depending on how this is written it could make a huge difference in states like CA and MA, especially CA.
CA has a "roster" of approved handguns that virtually excludes FFL sales of all older used handguns and new model semi-auto pistols unless they have a LCI, mag disconnect AND microstamping - which doesn't exist, so as a practical matter they're banned from the usual FFL dealer sale. To give you an idea of the roster's effects, between Ruger, S&W and Colt there are just 2 semi-auto pistols OK'd for sale in CA. The Shield and the LC9. And if you find something like a plain old S&W Compact or SA XDs be prepared to pay about $1,200.00 or so. This bill would allow a CA resident to buy a handgun from an FFL in another state effectively bypassing the roster restriction.0 -

I don't think it will make a bit of difference. You have to get around PC 27585:
(a) Commencing January 1, 2015, a resident of this state shall not import into this state, bring into this state, or transport into this state, any firearm that he or she purchased or otherwise obtained on or after January 1, 2015, from outside of this state unless he or she first has that firearm delivered to a dealer in this state for delivery to that resident pursuant to the procedures set forth in Section 27540 and Article 1 (commencing with Section 26700) and Article 2 (commencing with Section 26800) of Chapter 2.

I wonder if Trump is going to get behind some pro-gun legislation with the election coming up as a way to throw his base a bone. This could be one very small way to do that. Not that it stands a chance in the Dem House. 0
