Yeah, it's kinda like the seat belt law and the law prohibiting leaving a loaded firearm where a kid can find it. It's only good sense, and it's a shame that people have to be told to exercise good sense.
I hate seeing a dog chained up. It's a miserable way to live.
Bill to criminalize chaining of dogs passes Texas Senate
AUSTIN, Texas (KEYE) - A bill that would criminalize chaining a dog as well as not providing adequate shelter for them is one step closer to becoming law in Texas.
Senate Bill 295 would make it a criminal offense if owners unlawfully restrained their dogs with chain leashes and do not provide adequate shelter for their animals, reports The Houston Chronicle.
Fox 26 Houston reports that the bill has passed the Senate, and is on the way to the Texas House.
According to the text of the bill, "adequate shelter" means a clean and sturdy structure that allows the dog protection from rain, hail, sleet, snow, and subfreezing temperatures.
SB 295 would also eliminate any use of chains to restrain a dog that is left outside and unattended.0 -
