    Devil's advocate here.
The guy's taking gun parts slated for destruction, and putting them back into the marketplace.
There, they can be put to the use for which they were intended.
Who EVER manufactured a firearm hoping it would be destroyed in some atf furnace?
While he may have been enriching himself by "skirting" some ridiculous atf regs or policies, which of us hasn't secretly kinda wished we could do the same? :o
    Even once?
In a certain sense, he's sorta my hero!

Back in the gunshop days we had a lahti pass through that ended up being part of a large lot of guns supposed to be melted down and destroyed by the Philly police...

Turned out they discovered several guns listed as being confiscated during criminal activity and destroyed were showing up again in there data base - including a Philly cop shot with a gun that had been listed as destroyed...

There were a number of higher end pistols like lahtis and Luger's that had made it into the hands of collectors.

It turned into a big mess - we had sold ours and the buyer had sold it as well...

They were substituting scrap metal of the same weight - some cops got pinched for being involved...

    It happens.

Sad part is you are out the money on a purchase like that and out the item too.
