What is the serial number - does it match on the frame and the cylinder - where are the serial numbers located...

Most police office or Leo or government agency markings appear on the backstrap or pistol frame butt...

This looks like a serial number to me.

Are you certain it's not a Belgian or Spanish clone???

Forgive me impertinence but these questions need sorting in order for smarter people to weigh in and help you with your puzzle...

Also suggest removing the grip panels and examine the obverse side for markings as well as the concealed areas of the grip frame.

Please forgive the obvious basic forensic examination data retrieval requests.

We await your reply with interest - more detailed pics in the areas suggested above might prove fruitful.

It says, made in the USA and has the S&W logo so I don't think it's a clone.

Does it have the V prefix serial number on the butt. Could this have been a Post Office side arm???

Most of the post office ones I know of were stamped P O Dept under the cylinder release latch

The only post Office Smith that I have seen was a model 45 and 1917 most of the post office guns I have run across have been colt dectives and Bankers specials there may have been more. I've run across the Colts the most often

Police issue? Or perhaps just coincidence. I do believe the 0 is a number and not a letter. Just my .02 cents. [;)]

The "O" is the same font as the numbers. It's a zero.

While many guns get repurposed many times after leaving the factory or military issue I wonder if factory records might show it shipping to a particular agency or organization - as unlikely as that circumstance might be
