If they actually did receive the money to complete the whole system, and don't complete it. They're liable to pay back the money to the federal government. If they don't pay it back, it's fraud. Because they were supposed to complete the whole project to receive the money... I see if they did receive the money to complete the whole project, prosecute them 0 -

Yeah, it will be an interesting fight, if a state takes funds directed for a specific purpose, and directs those fund elsewhere with out the Feds permission, it's call misappropriation. Folks end up in Federal prison for those decisions.0 -
