What kind of vehicle? Some background?

Have you tried adhesive that you can buy at the auto parts store?

Never had a problem with the adhesive on the windshield mirror.

We have mirror mounted monitors for our in car camera systems. They fall off the windshield due to their weight. The stuff that the auto parts store sell sucks, but to get the best performance surface prep is key. Make you clean the glass with a razor blade and rubbing alcohol. JB Weld makes a clear epoxy. It sets in 5 minutes and cures in 1 hour.

This, but make sure you use denatured alcohol the clean both services to make sure you get all the oils and waxes off of them. Most people don't clean bowl services with denatured alcohol, and that's why the adhesive fails. It adheres to the oils and waxes instead of the windshield and mounting point of the mirror

Try this. It works real good. Cleaning is important.
Also glue the plate in a different spot than it was originally.
Leave the plate to set up over nite, not just a few minutes.
Warm windshield glass is your friend, cold glass is a weak joint.

Such blatant disregard for the law. You can go to prison for that in Virginia.
