The house and Congress to build the wall... Read the entire thing, this law is set up so that the Secretary of defense can issue an order that will not only construct but maintain and guard a fence in a route of drug trafficking... This law is already in place, and all Trump has to do is use it...[:D]

Republican congressman Mark Meadows discovered this law. I have added a C&Pof the interesting part of the law, but read the whole thing...

(7) Construction of roads and fences and installation of lighting to block drug smuggling corridors across international boundaries of the United States.
