War finish is a very dull brushed or blasted blue.

Yes, or the Limey equivalent 38/200. Cylinder is to short for 38 Special. "War Finish" also might denote. Black paint over what looks like Parkerizing. I've had Enfield revolvers, made during the war. Finished that way. Not sure if any of the Webley's, left their factory like that?0 -
Homely pistols in the best of times. War finish usually pertains to the cosmetic aspect only as in they didn't buff out the tool marks. Operationally they are held to the quality control as normal production just they could be extra homely. 0
