  700 rem bolt that has been altered. Fitted with AR type extractor
  and a spoon handle bolt handle. Gas port milled into the bolt body.

  I may be mistaken the 700s have the locking lugs set back for the three
  rings. Your No 4 bolt looks familiar but after almost 60 years of smithing I forget things.

  No problem. Someone just told me the #4 is a BSA Monarch.
