H & R Model 926

I'm stumped... I took apart a H & R model 926, put in a new firing pin block. I have put it together several times using a slave pin on trigger guard everything appears to function right cylinder stop ,cylinder rotator , hammer , it all does what it is suppose to do . when I assemble the upper, cylinder bar will not rotate cylinder . please help me out
