Type/cal of barrel? Ruger?

So a friend gave me this barrel, doesn't know what it goes to, neither do I. I believe it's a 10/22 barrel, maybe to a charger or a modified ruger 10/22? Not sure. It has an end piece that screws off. Also of note, a .22 bullet fits into one end, but won't fit into the other, is it not .22? I can't imagine thats supposed to be like that? Forgive my ignorance, can anyone tell me for sure what it goes to, maybe it's worth? I will probably list it if I can properly identify it.

    It looks like a 10-22 barrel tendon. The other end looks like a flash hider, perhaps brake or even a suppressor of home made style. Could be worth a long stint in the federal gray bar hotel. If it a rifle then it's a SBR and needs paperwork. Same if its a can.

    Unless it is installed in a Charger receiver, an after market receiver that was never built into a rifle configuration, or an 80% that was never built to rifle config.

    Its definitely not a suppressor, it appears to me to possibly be a barrel to a ruger charger because the end looks just like this :
