Arisaka chrysanthemum but its not a flower....
I'll post a picture when i get a chance but i have a Arisaka type rifle with absolutely no numbers or marking except a chrysanthemum that looks like 3 circles overlapping each other with the # symbol in the middle where the flower should be. Its intact. Gun is pretty good condition and has the long barrel like the type 99 31.4" I haven't measured it yet but it looks identical cause I have a type 99.

Rather than the mum, you are POSSIBLY looking at an arsenal mark. There were several that used some variety of the 3 circle. Follow this link for some illustrations: http://www.radix.net/~bbrown/japanese_markings.html
And ALL rifles are worth something.0
