I was a travel writer in what now seems long ago (last assignment 2004 and I quit in 2002)
I went places and wrote and photographed and promoted travel in doing so.
I saw the hand writing way back then and stay away from as much as I can, cities, airports anywhere there are cameras.

What to do? You must never let this power fall into an evil regime for the enslavement of innocent people. Can that be guaranteed? Go look at China for an answer on that one!
No it cannot so we have the dilemma like we have with firearms? It will all depend on how moral the people are behind the power. How do you suppose we find and define morality? There is no easy answer. I doubt Congress and The courts are going to be legislating The Power of The All seeing eye anytime soon. Just look at FISA courts for guidance.
