Interesting enough, no mention of a letter or anything. Maybe the guy found out that Monsanto was involved in chemical warfare, via genetic altering of the castor bean, and was sending samples to investigate.
In the recent shakeup of the Agriculture dept, maybe a disgruntled employee is dropping the hammer, not likely, but as corrupt as they are it could be another part of the conspiracy.
