Paul is my #2 pick (not for #2). But this would be a total waste of time.
1 We already have a Constitution that defines the boundaries, and they are being ignored, and not just about guns.
2 It could only clear the Senate if the Democrats allow it, 40 could stop it.
3 The President will veto it.
In the OLD days infringing on Congresses duties or violating the Constitution was an Impeachable action. But not now with the NEW and IMPROVED role of President.

If any of these politicians were interested in reining in Big 0, they would have started 7 years back.
