Brick sidewalk raising?

We have a small area maybe 3'X3' that has settled no more than 1". Our well line into the house was run under this area 20 years ago! In the winter however it ices up and is directly out from our front door. Had it repaired maybe 6 year ago but the guy ended up pulling ups an area maybe 4' X 15' which I thought was a little over kill! Any simpler approaches? Thanks

  Pull up the sunken brick and get a good layer of sand underneath that will allow the water to drain and not ice up.
