Yep, but there will be a legal challenge to this immediately. Turns out the mail order prohibition in the bill, as written, violates some Federal regulation pertaining to Routes and Services of Common Carriers. It will not stand. It just will take some time to invalidate it.

The consensus is that it does not affect the purchase of reloading components, only complete handgun cartridges. But, there is enough poorly written language in the bill that it will take a legal analyst to read it correctly, and it's therefore likely that mail order companies will not take the chance on selling anything ammunition related to CA.
Also, there does not seem to be any language that forbids a CA resident from purchasing handgun ammunition out of state as long as it is done in a FTF transfer, not by mail.0 -
