laws concerning shipment/sales of cap/ball pistols

What states can a private owner ship to/sell to another private buyer- legally- with respect to replica cap/ball percussion revolvers/pistols, specifically concerning the Colt, Remington, Ruger replicas ? (single action 5 and 6 shot pistols)

so far I've heard Illinois and Michigan treat these as firearms requiring an FFL transfer.

what about New York, California, Maine, Florida, Washington, etc ??

  Even pellet guns if 1000fps or higher are considered a gun ! and U have to wait, fill out the fed form and wait 1 day or 3 for pistol. Silly

  The feds do not call a black powder rev. or rifle a gun, you do not have to fillout a 4473 form to buy them. Have sold many and the ATF
