    Hello,
You never get the answers you want.
I quit air guns about twenty yrs ago, so don't know about Russian guns.
I do have a very well kept S&W 47G, .177. A very close copy of their Model 41, .22 target gun.
It has the box, maintenance tools, some parts, and paperwork. I believe it has the accuracy you require, plus two power levels.
Contact me off-line for furhter info.

For $46 the IZH53M is more in my price and needs range. Is anyone familar with this model? Hopefully this model will shoot within a quarter's diameter at 20'. Is this realistic?

    Yes, that's a realistic goal.

Most people don't know this, but air pistols are actually among the most accurate guns (if not THE most accurate) on the planet. The low muzzle velocity, soft and reproducible pellets, and short (and relatively stiff) barrel all combine for high accuracy. As part of this, air guns generally don't suffer from barrel heating or leading effects, also contributing to good accuracy.

Standard competitive air pistol is shot at 10 meters (33 feet).

The standard air-pistol target has a 10 ring that is 7/16" of an inch in diameter (or .438 of an inch). The X-ring is 5.2 mm in diameter, literally only slightly wider than the diameter of the .177 pellet.

A US quarter is .955 of an inch in diameter. (You can just call it an inch).

So for your garage you need a gun to shoot groups more than twice the size of the competitive X-ring at 40% LESS distance.

While the gun you are looking at probably isn't really competition-worthy, I'd be a little surprised if it wasn't physically capable of meeting your accuracy requirements with match-grade pellets (eg from a rest). The Russian guns are kind of rough in finish, but by all accounts they are pretty accurate.

Now, whether or not YOU can keep a quarter sized group at 20 feet is a whole other matter. (But it is within the realm of human ability). This is a lower end gun, and its not going to have a match trigger, meaning that super-precise shooting with it will be tough.

And I'd say if you are REALLY serious about improving your one-handed shooting, you'll spring (no pun intended) for the better gun. It will have match-type grips (which DO help, though they may take some fitting with the oversized Russian grips), as well as a better trigger and sights.

If you are really working hard, it helps to know with an absolute certainty that thrown shots are YOUR fault, not the guns fault, and that the gun you are shooting is letting you live up to your full potential. There is nothing worse than the constant feeling that you could do better with a better gun.

By all accounts the Baikal 46M is a great gun for the money.

But I believe the question was about the much lower-end IZH-53M, here:
