30-31 maybe, but the 4895 would be a tad bit slow. 0 -
4895 (and Varget) are JUST slow enough that they are starting to come into their own with 55-gr bullets in the .223. Both are best with 55s and up, in other words. So you can use 4895 (25 grains is a proven load) just fine. But 3031 would be better for lighter bullets up to 55. 0 -
I agree with the last post. You may run out of room and end up with heavily compressed charges unless you settle the powder real well. 0 -
Now a buddy of mine shoots 75 grainers with 4895, very good results. Not as good with 55 but ok, useless with anything lighter. I've tried it myself and my results with 55 were quite good- bolt gun mind you.
3031 is a better choice though still not my favorite. I really prefer ball powders in the 223, like BLC2 or H335.0 -

I am using 4895 with 69 gr hps in the 223...very accurate. 0 -
25 gr. of IMR3031 or 27 gr. of IMR4895 shoot very well out of my .223's at around 3125 fps with a 55 gr. bullet. I don't use 3031 much because it doesn't measure as well as the ball powders 0
