    Just once will do. The burr raised on the inside is from the manufacture of the case; the flash-hole is punched through the case, and the excess metal is left in a raised burr on the inside. The burr may not be even, so using the tool which removes the burr offers a uniformity in the flash hole shape into the case, which should help the ignition event to be even all around, as opposed to off to one side or the other.
