7.62mmx39mm into a .25calx39mm

I'm considering build a "plinker rifle" in .25cal from 7.62x39 brass. Does anyone have any imfo on this?

  There are much better and more plentiful cases to wildcat than 7.62x39/

  I assume you have gunsmithing skills and equipment or a lot of spare money.

  The 6mm PPC and 22 PPC are based on the 7.62x39 round...
