What does the " c & h " stand for in a 8mm mauser die from RCBS?

Just a guess but it could be a code so that they could identify the production history, QC, or something similar.

I am not a collector but If you will give RCBS customer service a call at 1-800-533-5000, they should be able to help you. I have always found them to be friendly and helpful. James

Sure they are RCBS and not CH Tool and Die, these days CH4D? They look much the same.
