What tool is this?

A friend gave me some reloading tools, this is one I'm not familiar with.

"Lyman 243 WIN FL"

Small hole on top, large on bottom.
A cartridge will insert, but with about 5/16th" sticking out.

Loaded or empty cartridge.

What's it good for?

  It looks like a cartridge check guage. You check brass with it, they are cut to chamber size.

  or a 'manual' resizing die, you hammer the case in and use a small rod to hammer it out.

  It is an old style full length sizing die, of a design left over from when handloading was done with hand tools not powerful enough to full length size cases.
  You crammed the fired case in with a vise or arbor press and pushed it out with a rod in the press or with a mallet.
