    It looks like 19 grains is the charge to stick with for that load, unless that was a called flyer with 19.5 grains.

    You would be surprised with N130 between 15 and 16 grains and 20 gr Vmax. Alos N 133 between 17 and 18 grains with 25 grain Hornady HP. Another good powder is H4198 between 17 and 18 gr. This round is the same as a 17 Mach IV that I have been shooting as a wildcat for a number of years. Check out The Woodchuck Den for lots of info on the 17 cals.
