WP headstamp

I got some range pickup 9mm luger brass that has a lot of WP 96 headstamps in it. It appears to be commercial but I haven't seen any of it before. Anyone know what it is? Thanks

  Either John Moss or Lew Curtis should be able to answer this - both "into" the nuances of 9x19 loadings 100x more than I.
