    If you are referring to wadding, some small charges of smokeless powder in large-capacity cases benefit from the use of a filler to keep the powder close to the primer. This eliminates large shot-to-shot velocity variation (extreme spread) due to the powder laying in a different spot in the case each time the gun is fired.

    The standard material used in this case is Polyfil. It looks a little like cotton candy and is used in sewing (quilting and pillow-making), and as such, can be found in the craft department at department stores or in fabric/sewing shops. Some loading books show the proper use of this material, while most modern powder and bullet manufacturers warn against using it. It can affect pressures, so a change in powder charge may be in order depending on the powder. It can also leave a nasty plastic fouling in some instances. If you wish to avoid any problems associated with the use of loose poly for a filler, PuffLon is a granular filler impregnated with a lube specifically made to be used with modern smokeless powders (with appropriate reductions in charge weights). I have seen some impressive results using PuffLon.

    I also know folks who use toilet paper to hold powder down on the primer, but I won't recommend it. If it shifts and allows the powder to get in front of it, a hangfire or squib could result.

    With black powder, it is absolutely mandatory there be no air space between powder and projectile. Unless one wants to shoot full charges, a filler of some sort is necessary. Some use fiber wads (either lubed or unlubed) and some use inert fillers like grits or Cream of Wheat to keep the powder compressed when using reduced loads.
