    The Cody Museum, homeplace of the Winchester resurch facility, may be able to provide "letters of authenticity" (at $35/each) on your friend's rifles. However, they can only provide when and where the rifle was first shipped, and whether or not it was ever received back in the shop for repair/modification (and , again,where and when it was then sent back). Police don't have any records, unless it was used in a crime, or reported as stolen, and I doubt that these records are kept very long. The FBI won't admit to keeping any records even if they had them, which I doubt. Your friend will find a lot of dead ends on the few trails he has available.
