Well, it depends. Are you going for competition? If so, I feel there is no substitute for high quality guns like Anschutz. On the other hand, I can shoot a 1 and a half inch group with a ten dollar scope on my Marlin 880, which only set me back about $200. No target rifle, but extremely accurate with the heavy barrel. For plinking go with something like the Marlin. For competition, Anschutz.
"...hit your enemy in the belly, and kick him when he is down, and boil his prisoners in oil- if you take any- and torture his women and children. Then people will keep clear of you..." -Admiral of the Fleet Lord Fisher, speaking at the Hague Peace Conference in 1899.

I am looking for something better than a 1& 1/2" group, even better than 1/2" groups. Anschutz sounds like what I may be looking for.

I used to shoot indoor 50-ft smallbore 4-position competition. Anschutz is a great gun. You might also want to look at Kimber and older Winchester model 52's. I always wanted an Anschutz with the adjustable butt plate, thumbhole stock, etc. That's probably what you're looking for, but don't underestimate the Kimbers or old Win's. All good choices. The problem is it's hard to find a gun shop that carries all of these, let alone even one of them. What kind of competition will you be shooting and what kind of budget are you working with? It might help narrow down the choices a little bit.

I'm a little partial to 52 Winchesters, some reasonable prices on most used ones I've seen, $450-$800. The new sporters are really good shooters.Don't underestimate the accuracy of a 10/22. I know you said bolt action, but some rifle teams are going to with semi-auto heavy barrel units.

XP...Neal Johnson in colorado springs does carry a lot of the anschutz, as well as older winchester 52s and others. prices are fair, and he does a lot of smithing work. Neal is one of 3 suppliers to the US olympic team. website is www.nealjguns.com, they also have a very nice paper catalog you can request (its not a flyer like a lot of places, more like a book). they will be glad to take time to answer your questions, and give advice based onyour needs, not on what they have to sell.
