What do you think about buying the Olympic .223 Plinker and then buying the free floating heavy stainless barrel upper for it. Do you think that would be a good investment?

  Are any Oly Arms upper receivers forged? If they are how can I tell

  I don't know, but don't see why you would care. The upper and lower receivers of an AR are not stressed; forged, cast --- it doesn't really matter as long as they are made to spec.
