CA trigger lock update
About two weeks ago there was a post from a gentleman who purchased a Ruger 10/22 at Walmart and was surprised to learn that he had to also purchase a trigger lock when he picked the rifle up after the 10 day wait. There was a lot of discussion about why the locks supplied by the manufactures of the new firearms would not suffice to meet Californai law. As a dealer here in California this bulletin was sent to me last week, dated 11/22/2002.
TO ALL CALIFORNIA FIREARMS DEALERS AND MANUFACTURERS
"Change in law regarding the sale of non-DOJ certified firearms safety devices" (DOJ Bulletin #2002-05-FD [No matter what you think, I don't make this stuff up guys]). Effective Jan. 1, 2003, except for certain gun safes...you may not commercially sell or keep for sale any firearms safety device, trigger lock, or lock box...that are no listed on the DOJ roster of firearms safety devices approved for sale. For those firearms that came from the manufacturer with an unapproved device, the unapproved device may not be delivered to the purchaser. For an integral device that is not approved (one that is built into the firearm) the purchaser must buy an approved device and be warned that the firearm's integral device is not approved by the DOJ. This restriction applies even if such devices come packaged with the firearm".
The bulletin then lists the DOJ website for approved locking devices and outlines the penaltied a dealer (me) would suffer if he (I) were to violate this provision: First violation- $500. Second violation within 5 years of the first violation- $1000 and prohibited from selling firearms for 30 days. Third violation within five years of the previous two violations- $5000 fine and permanent ineligibility from selling firearms in this state...OUCH! The gun safe owner exemption to the locking device remains in force so as I suggested previously, you folks out here either buy a safe or if you are serious collectors, be prepared to spend major dollars on trigger locks for the duration.

I thought the 9th District Court said you had no 2nd Amendment Rights? How are all you Kalifornicans still buying firearms when the 9th Federal Circus Court said you can't?

We are still able to buy firearms in Kali because we have a caring, benevolent, loving Leader, "His Grayness" Gov. Davis. He enjoys watching the citizens fill out paper work, pay fees, and become part of a vast data base. He gets his biggest Jolly when just as you think you have completed all the bureaucratic nonsense he adds another restriction. Just imagine emporer Nero watching the slaves perform at the roman coliseum and you get the picture........Hondo 0
