what twist & barrel length
I have a Remington 700 action which is being built to a 6.5-284
The question is what barrel length and twist?
I will be shooting 120 140 gr bullets most of the time.

That is a wide spectrum for the 6.5 bullet category. I have a 6.5-06AI with 1:8 Twist pac-nor barrel. The 1:8 was used to be able to stabilize the 142gr sierra matchkings. If you seat these to the rifling, you will have to do massive work to your feedramp to get them to feed from the magazine. Mine is pretty much a single shot with that setup. I would say decide on the 120 or the 140 and twist the barrel accordingly. You may be able to decrease the powder load and stabilize the 120's, but for high BC and great groups at long range, the 142sierra is the king of the hill in the 6.5 cal. They also made a 150gr bullet, but I can't find it in any less than a 500pk. I don't think I want to take that chance and be stuck with 450 leftovers if they won't group up.
