Short-Barreled Shotgun laws/regs...?
What are the laws and regulations/restrictions on owning short barreled (under 18") shotguns? Can anyone own them, in any state? Is obtaining one a small job or a huge hassle and are gross amounts of paperwork/waiting required? Any help is appreciated.

There is much paperwork, fingerprinting, and waiting... It is the same process as buying a machinegun except that the tax stamp is $5 instead of $200. What you should do is look for a Class III FFL dealer in your area and ask them what hoops you need to jump through.

cwinn, State laws come into play here and since you don't mention your state and your profile does not list your home state either, you'll have to research that information yourself. We can't guess about something like this. Obtaining a registered short barreled shotgun involves a $200 National Firearms Transfer Tax. If you can live without having a stock on the shotgun (pistol grip only), then it becomes an Any Other Weapon and rates a mere $5 tax.
You can find a Class 3 dealer to sell you a short barreled shotgun or an AOW or you can apply to the BATF and do the job yourself. Here is the drill for the dealer method: You will need an ATF Form 4, fingerprints, and the completed form signed off by your chief law enforcement officer where you reside. Send all of that and $200 (or $5 for an AOW) in and wait 3 or 4 months...at least- based on what I've been hearing about approval times.
Here is method two: You'll need ATF Form 1, fingerprints and the LEO sign off and and $200 (also $200 for an Any Other Weapon- since you are making one and not transfering it). Put down the make, model, serial number and barrel length of the shot gun you are planning to shorten- DON'T DO ANYTHING YET! Send it all in and wait the aloted time. If you are making an AOW the receiver must have NEVER had a butt stock attached (use a Mossberg, Winchester, or some other pistol grip only shotgun). When approved you can cut your barrel down to the length stated on the Form 1. Of course this only applies if you live in a state where short barreled shotguns are allowed.
